He expects tenants to incur costs that are only required due to his mismanagement of the situation, as well as requesting and taking unnecessary rent money from tenants. He also consistently refuses to acknowledge tenant’s concerns regarding their safety and well-being in other ways, and sympathizes with tenants who have been complained about multiple times for things such as mail theft and harassment. He himself has made a number of inappropriate, intimidating, and downright creepy comments to tenants, including descriptions of acts of violence and claiming to know how and have access to materials to make a pipe bomb.
